Balik-SALIG: A Sustained Skills Development and Entrepreneurship Intervention Program

Balik-SALIG, a Hiligaynon term meaning "to restore trust," is a flagship community development program founded on the belief that rebuilding trust is the cornerstone of inclusive, resilient, and sustainable economic growth.

The program is the result of a strategic collaboration between the Provincial Government, the Association of Negros Producers (ANP), and the Philippine Army to advance socio-economic development in Geographically Isolated and Disadvantaged Areas (GIDAs). These communities were identified as having limited access to livelihood opportunities, skills development, markets, and other essential economic resources.

In response to these challenges, particularly during the height of the COVID-19 pandemic, the partnership launched the Enhancing Skills, Marketing, and Livelihood Interventions in GIDAs initiative. This initiative evolved into what is now known as the Balik-SALIG Project—a comprehensive and sustained program that equips individuals and communities with market-driven skills, entrepreneurship training, livelihood opportunities, and market linkages.

More than a livelihood initiative, Balik-SALIG fosters self-reliance, strengthens local enterprises, promotes social inclusion, and restores hope and confidence among underserved communities. By empowering families with the knowledge, skills, and opportunities needed to improve their quality of life, the program contributes to resilient communities, inclusive local economic development, and lasting peace across Negros.

Specifically, the partnership was aimed to:

1. Provide the communities with access to livelihood and retail platforms to sell their goods at the ANP Hub and other marketing platforms

2. Empower community through capacity development and product development training

3. Shorten the supply chain of exporters in the province by providing a community-based propagation facility for Cogon, Nito, Banban, Pandan and Tikog

4. Support the raw materials requirements of gift, decors and housewares (GDH) and furniture for export.
